dc.description.abstract Nationwide movement to reduce illiteracy and provide basic Education For All (EFA) depends on mobilising communities as well as governments, non- governmental organisations, international agencies, parents, students, teachers and administrators. The paper advocates partnerships that combine the resources of these institutions and many different actors who are essential for achieving the goal of Universalisation of Elementary Education. Successful stories in primary education, which can be taken as role models of partnership and networking endeavors are highlighted. Eventhough the process of identifying and tapping available relevant resources, forging synergies and evolving creative solutions to initiate even the preliminary stages of participation in Primary Education Projects looks like an amorphous issue, the District Primary Education Project has experimented successfully its school construction works by involving the community and other stakeholders in school infrastructure as well as other development infrastructure works in 28 blocks of Kaithal, Jind and Hisar districts of Haryana state.
